Companies that do mold assessment or remediation for the public in Texas must be licensed by TDLR.1,2 A homeowner can test or clean mold in their own home without a license. For residential property, an owner (or their manager or employee) needs a license only if the property has 10 or more units.2
The 25 square foot rule
Unlicensed people may do remediation where the mold covers less than 25 contiguous square feet.1 But if you hire a licensed company, it must follow all the rules even on small jobs, including a work plan based on a licensed consultant's protocol.3
Assessor and remediator are separate
The licensed consultant who writes the plan should not be the same license holder doing the removal on that project.1
Your certificate
Within 10 days after the job, the remediation company must give you a Certificate of Mold Damage Remediation, plus before-and-after photos.4 TDLR notes a certificate showing the cause was fixed prevents an insurer from basing underwriting decisions on that past mold damage.2
Insurance requirement
Licensees must carry at least $1 million in commercial general liability insurance or be self-insured.2

Common questions
Can the same company test and remove my mold?
Texas law does not allow the same license holder to do both the mold assessment and the mold remediation on the same project. Ask both companies to confirm they are separate.
What is a Certificate of Mold Damage Remediation?
A form a licensed remediator must give you within 10 days after the job, signed by the licensed assessment consultant. If you sell the house, you must give buyers copies of certificates from the past five years.
Where do I check a license or file a complaint?
Use the TDLR License Search online. Complaints go to TDLR at tdlr.texas.gov/complaints or 1-800-803-9202.
